HPN Aviation Group
HPN Aviation Group (HPN-AG) was formed to operate and improve Westchester County Airport. The company plans to pursue a long-term lease agreement through a public-private partnership (P3) with Westchester County under the FAA’s Airport Privatization Pilot Program. HPN-AG was formed by funds managed by Oaktree Capital Management, L.P. and Connor Capital and is under the leadership of longtime New York aviation veterans Thomas L. Bosco, former Director of Aviation for the Port Authority of New York and New Jersey, and David J. Barger, former Chief Executive Officer of JetBlue Airways Corporation.
HPN-AG will become a part of the Westchester community in the years and decades to come, working with the community, the Board of Legislators, and the County Executive in a partnership that seeks to save taxpayers hundreds of millions of dollars, create jobs, and bring a world-class management team to Westchester County Airport. This airport, which is currently in the bottom 10% of airports nationwide for departure on-time performance according to the December 2016 Air Travel Consumer Report published by the US Department of Transportation, is ripe for new improvements.
HPN-AG looks to upgrade business and general aviation operations, improving the look and feel of the airport’s facilities. This will help to ensure steady revenue for taxpayers, and attract new opportunities for capital investments. Under HPN-AG’s guidance, the goal is to make sure flights take-off on time more consistently; a redesigned holdroom and baggage claim area will provide better food and beverage options; and more seating will be provided after TSA screening; the Terminal will offer even more convenience with fast-moving lines through the TSA security checkpoint - all without one taxpayer dollar or changing the existing Terminal Use Restrictions, which determine when and how flights may take off and land at the airport.
As enhancements to key areas such as the guest terminal go underway, HPN-AG will not only comply with regulations set by the County Code, the team will also work to enhance existing environmental protections and support noise volume safeguards for our neighbors. HPN-AG is as dedicated to the success of this partnership, as it is to the Westchester County community as a whole. Air improvements and capital investments are projected to create thousands of jobs and training opportunities for residents in addition to millions of dollars in revenue generated for local businesses.
The team behind HPN-AG is the only team to have successfully entered a P3 with a United States airport under the FAA’s Airport Privatization Pilot Program. Their track record with transportation P3’s in the United States, and around the world, is one of working with and listening to local communities to find mutual benefits for the economy, the environment, and the surrounding community as a whole.
