Executive Chairman

Thomas L. Bosco is the Executive Chairman of the Board of Directors for the HPN Aviation Group. Bosco brings to the company over 36 years of senior executive leadership in aviation. Prior to joining the HPN Aviation Group, he served as the Director of the Aviation Department for The Port Authority of New York and New Jersey. As Aviation Director, Bosco was responsible for the daily operation and strategic development of the Port Authority’s airport system that includes John F. Kennedy International, Newark Liberty International, and LaGuardia Airports, a premier business aviation facility at Teterboro Airport, as well as a growing mid-Hudson Valley regional hub, Stewart International Airport.

A West Point graduate, Bosco served six years on active duty and 18 years in the National Guard and Reserve as an Army officer and helicopter pilot before retiring as a colonel in 2004. He served in Operation Desert Shield/Storm, receiving a Bronze Star for meritorious service in a combat zone. He also led his 553-member NY Army National Guard Battalion in providing perimeter security for emergency workers at the World Trade Center site in the wake of the 9/11 terrorist attacks.

Bosco’s tenure at the Port Authority of New York and New Jersey dates back to 1986. He served in various operations management positions at the agency’s airports, as the General Manager at LaGuardia from 2010-2013, and finally as the Aviation Director from 2013-2017.



Board Member

David J. Barger is a member of the Board of Directors for the HPN Aviation Group.  Now a Partner of Connor Capital Transportation Opportunities, a transportation investment fund, Barger retired as Chief Executive Officer of JetBlue Airways early in 2015, of which he also served as President and Chief Operating Officer from the founding of the company in 1998.  His career also included roles of increasing responsibility from 1981 to 1998 with Continental Airlines and New York Air, with most of his time involved in New York area airport operations, including flight at Westchester County Airport with all three airlines.

During his aviation career, Barger was a Board Member at Airlines for America (A4A), the International Air Transportation Association (IATA) and chaired the NextGen Advisory Committee in Washington DC.

With over 30 years in the industry, Barger was awarded the 2016 L. Welch Pogue Lifetime Achievement Award by the International Aviation Club. Barger is also committed to the community, serving on board of Arnie’s Army Charitable Foundation – Arnold Palmer’s legacy non-profit public foundation, PENCIL – a New York based educational non-profit creating innovative and impactful model of ongoing collaboration between business and public schools and recently retired from the FlightSafety Foundation Board of Governors after 15 years of service. 


Board Member

Mr. Burchetta joined Oaktree in 2014 from Highstar Capital with over 15 years of experience in private equity, securities issuances, mergers and acquisitions and finance.  Mr. Burchetta focuses on investing in transportation infrastructure, and serves on the Board of Aerostar Airport Holdings, LoneStar Airport Holdings and Ports America Chesapeake.   He joined Highstar in 2006 where he initially served as the deputy general counsel primarily focusing on transactional work related to acquisitions and divestitures.  Prior thereto, he worked for American International Group as the Division Counsel for its Mergers & Acquisition Insurance Group and was a corporate associate at Paul Hastings LLP.  He received a B.S. degree in communications from Boston College and a J.D. from Fordham University School of Law School.   Mr. Burchetta is a life-long Westchester resident and has lived in Port Chester with his wife and three children for the past 13 years.


Board Member

Mr. McCann joined Oaktree in 2014 from Highstar Capital with over 19 years of experience in private equity, investment banking and finance.  Prior to joining Highstar in 2009, he helped lead Morgan Stanley's infrastructure efforts in Europe and North America.  Prior to joining Morgan Stanley, Mr.  McCann worked in infrastructure investment banking at Goldman Sachs.  Over his career, he has advised multiple government agencies (both in the US and internationally) on Public-Private Partnerships (“PPP”) across the transportation sector.  As an investor, Mr. McCann had lead responsibility on both the Baltimore Seagirt Marine Terminal PPP and the Luis Munoz Marin Airport PPP, which represented the first successful PPP of an airport in the United States.  He currently serves on the boards of directors of the Ports America Companies, Aerostar Airport Holdings, LoneStar Airport Holdings LLC and CrowdVision Ltd.  Mr. McCann holds a B.A. degree in finance from the University of Wisconsin-Madison and an M.B.A. with honors from the University of Chicago.

Senior Development Advisor

Jason Vassiliades is a multi-disciplinary advisor covering real estate, infrastructure and technology. Jason serves as a Senior Development Advisor to HPN Aviation Group and as an Advisor to Oaktree Capital Management’sInfrastructure Investing team.

 He is also the CFO of CrowdVision which is a leading analytics and data company that improves the efficiency and performance of airports around the world.

Previously, Jason was a real estate developer and advisor, leading large-scale public and private real estate and economic development projects. Earlier in his career, Jason worked for various international non-profit organizations, where he advised on social and economic development projects.  

He currently volunteers as a mentor to tech startup companies at MIT's DesignX - a new accelerator for innovative tech ventures in design and the built environment.  Jason has an MBA from Northwestern’s Kellogg Kellogg School of Management and B.S. in Finance from Miami University (OH). 


Senior Aviation Advisor

James Kowalishin is focused on the use of data and technology to improve the performance and efficiency of infrastructure assets in the transportation space.

James is the Chairman of CrowdVision ( www.crowdvision.com ), the leading analytics and data company that improves the efficiency and performance of airports around the world. He also serves on the Board of Directors for Lonestar Aviation, Aerostar Airport Holdings, and the Ports America Companies.

With over 25 years of investing and financing experience in the infrastructure sector, James joined Highstar Capital as a Senior Advisor in 2008 and became a Partner in 2009. He now serves as a Senior Advisor to Oaktree Capital’s Transportation Infrastructure Investing Platform and serves as a member of the Investment Committee. Before joining Highstar, James was a Managing Director of Banque AIG in London. Prior to Banque AIG, he was a Director at Hambros Bank Limited in London. He began his career on the derivatives marketing desk at Royal Bank of Canada in Toronto.  
James Kowalishin holds a BA in Econometrics from the University of Saskatchewan and is a graduate of Harvard Business School's Advanced Management Program.
